Visa reason code 11.1 is used when a merchant processes a transaction using a card that was listed in a Card Recovery Bulletin (CRB) at the time of the transaction. The CRB includes card numbers reported as lost, stolen, or otherwise compromised, and merchants are expected to check it—especially if they are not connected to an online authorization system.

This chargeback typically affects merchants using offline or manual authorization methods, such as paper imprinters or disconnected terminals. If the card was on the CRB and the merchant failed to verify it, the liability shifts to the merchant.

How to respond?
